Jocelyn Davies: Welcome to this meeting of the Finance Committee. Will you all check your electronic devices to make sure that they are switched off, because they interfere with the transmission? We are not expecting a fire drill, so if you hear the alarm, please follow the directions of the ushers. We have received no apologies today and we are expecting the other Members to join us shortly. Before we move on to business, I would like to welcome Alun Ffred Jones, who was elected to this committee yesterday in place of Simon Thomas. Welcome, Ffred.

Jocelyn Davies: Although Simon was not a member of this committee for very long, I thought that I would write on behalf of the committee to thank him for his contribution.

the committee resolves to exclude the public from the remainder of the meeting in accordance with Standing Order 17.42(ix).
